Resolution 758 lists 34 “violations” committed by the Putin regime. These include the invasion of Georgia and Ukraine, the downing of Malaysia Airlines Flight 17, an escalated campaign of propaganda, and the persecution of political opponents.

Twenty-two countermeasures are suggested – from supplying lethal weapons to Ukraine and deploying missile-defense systems on Russia’s borders, to increasing funding for NATO, the Voice of America, and Radio Liberty. Naturally, support for the Russian opposition movement gets its own line item.

This resolution, which Ron Paul, the former Republican congressman and presidential candidate, has called “one of the worst pieces of legislation ever,”has already received the overwhelming approval of Congress.

There were only ten votes against it, five from each party. Ron Paul and some other observers have called it a direct provocation of war with Russia.

And it is true that never, even during the lowest point in American-Soviet relations or during the run-up to the wars in Afghanistan, Iraq, and Libya, has the rhetoric coming out of from Congress reached such a fever pitch of hostility toward that country and its leadership.

An almost identical Senate resolution has already been approved by the Committee on Foreign Affairs, and there is no doubt that the vast majority of senators will vote in favor of it – it is even possible that vote will be unanimous, since no “dissidents” have yet stepped forward.

In this context it should be noted that perhaps never before has the American public held a lower opinion of their Congress than they do now.

Only 8% of the population approves of the job they are doing, and there can be no question that the vast majority of Americans oppose the idea of war against Russia, despite the media’s unprecedented anti-Russian hysteria, in which the once-respectable New York Times and Washington Post are leading the charge.

American politicians are quite vulnerable to public opinion, so the Nobel Peace Laureate Barack Obama is unlikely to embark upon a debacle such as a war with Russia. Therefore, in addition to diplomacy, direct contacts, both personal and virtual, between citizens of Russia and the United States can have an exceptionally important part to play in this difficult situation.

A Brutal Friendship: Ukraine and the IMF

As this article in the Financial Times shows, the wheels are coming off Ukraine’s economy, with the IMF now admitting it needs a further $15 billion on top of the money already given within weeks to avoid total collapse.

This has come after news the Ukrainian Central Bank’s foreign exchange reserves have fallen below $10 billion.

Ukraine must pay a further $1.6 billion from these reserves before year end to fulfil its part of the gas deal the EU brokered between Ukraine and Russia on 30th October 2014.

This will push the Central Bank’s foreign exchange reserves down to even more critical levels.

Meanwhile Gazprom has said that despite Ukraine’s recent purchase of 1 billion cubic meters of gas from Russia, Ukraine’s total gas reserves are close to critical levels, endangering transit of Russian gas to Europe.

The article however exposes something else, which is perhaps even more important.

The last two paragraphs in the article show that the German Finance Minister Wolfgang Schauble has been obliged to telephone Anton Siluanov, Russia’s Finance Minister, to ask him not to call in Russia’s $3 billion loan, which becomes automatically repayable when Ukraine’s debt exceeds 60% of its GDP, something which everybody knows has now happened.

It also says that “George Osborne, the UK finance minister, expressed surprise at the request, attendees said, saying the EU was now asking for help from Russia at the same time it was sanctioning the Kremlin for its actions in Ukraine.”

In other words in order to “save” Ukraine (and their own political reputations) the European leadership is now being forced to turn to Russia for help - the same country they accuse of invading and destabilising Ukraine and which they have sanctioned.

The background to this is that Russia is Ukraine’s biggest creditor with Ukraine owing Russia around $35 billion. Money the IMF gives to Ukraine therefore inevitably ends up in Russia by way of debt repayments.

As we previously reported, another article in the Financial Timeshas confirmed what many have suspected - the western powers have been looking for excuses for Ukraine to renege on its debts to Russia whilst pretending it is not a default. To their intense frustration the western powers have discovered that the Russians were extremely careful to make their loans to Ukraine totally full-proof. The option of reneging on the loans does not therefore exist.

Transfers of yet more money to Ukraine from the West are now becoming so large and so open-ended that the point is probably soon coming (if it has not already come) when more transfers including the $15 billion the IMF is talking about would have to be authorised by national parliaments before they could legally happen.

At a time of economic austerity that might be very difficult to pull off, especially once it got known that most or even all the money would ultimately end up in Russia. At the very least it might lead to Western governments being asked serious questions in their parliaments about the policy in Ukraine they have been following - questions the governments might not want to answer or to have asked.

The result is that Western governments are turning to Russia for help since, as has been obvious from the start, it is only with Russia’s help that Ukraine can be stabilised politically and economically.

At the same time, as Merkel’s most recent comments show, they don’t want to make any concessions to Russia over Ukraine or modify their policy there.

This is the delusion the West’s Ukrainian policy has suffered from ever since talks about Ukraine’s association agreement with the EU first got started.

The West wants Ukraine to follow a pro-West pro-EU anti-Russia line. At the same time they want and expect Russia to pay the bills. They are then baffled and angry when Russia says no.

Though Russia goes on saying no, they refuse to take no for an answer. Instead they threaten and pass more sanctions and vilify and abuse Russia’s leadership in what is looking like an increasingly desperate hope that this will force Russia to back down and change its policy.


When that doesn’t happen they are left looking like a card sharp with no cards left to play.

The latest report from the IMF shows that the moment when this delusional policy finally comes crashing down to earth may not now be so far off.

The International Monetary Fund has identified a $15bn shortfall in its bailout for war-torn Ukraine and warned western governments the gap will need to be filled within weeks to avoid financial collapse.

The IMF’s calculations lay bare the perilous state of Ukraine’s economy and hint at the financial burden of propping up Kiev as it battles Russian-backed separatist rebels in its eastern regions.

The additional cash needed would come on top of the $17bn IMF rescue announced in April and due to last until 2016. Senior western officials involved in the talks said there is only tepid support for such a sizeable increase at a time Kiev has dragged its feet over the economic and administrative reforms required by the programme.

“It’s not going to be easy,” said one official involved in the talks. “There’s not that much money out there.”

People briefed on the IMF warning said the fiscal gap has opened up because of a 7 per cent contraction in Ukraine’s gross domestic product and a collapse in exports to Russia, the country’s biggest trading partner, leading to massive capital outflows and a rundown in central bank reserves.

The breakaway regions of the east accounted for nearly 16 per cent of Ukraine’s economic output before the start of hostilities.

Without additional aid, Kiev would have to massively slash its budget or be forced to default on its sovereign debt obligations. Since the bailout programme began in April, Ukraine has received $8.2bn in funding from the IMF and other international creditors.

Pierre Moscovici, the EU economics chief, said the European Commission was weighing a third rescue programme on top of the €1.6bn ($2bn) it has already committed to Kiev; the Ukrainian government has requested an additional €2bn from Brussels.

But Pier Carlo Padoan, the Italian finance minister who chaired a discussion of Ukraine’s financial situation at a meeting of his EU counterparts on Tuesday, said EU resources should only be mobilised if Kiev made a “stronger effort” towards implementing reforms.

At a meeting of his cabinet in Kiev, Ukraine’s prime minister, Arseniy Yatseniuk, insisted his government was prepared to put in place unpopular measures, including deep cuts in spending, a crackdown on the massive shadow economy and moves to deregulate the country’s uncompetitive economy.

“It’s hard for us to make ends meet ourselves,” Mr Yatseniuk said. “We are not begging for money, we are not moaning. We are saying: we are partners. If we are partners, then help us and this help will go both ways.”

Under IMF rules, the fund cannot distribute aid unless it has certainty a donor country can meet its financing obligations for the next 12 months, meaning the fund is unlikely to be able to send any additional cash to Kiev until the $15bn gap is closed.

The scale of the problem became clearer last week after Ukraine’s central bank revealed its foreign currency reserves had dropped from $16.3bn in May to just $9bn in November. The data also showed the value of its gold reserves had dropped by nearly half over the same period.

A person with direct knowledge of the central bank’s policy said part of the drop had been due to large-scale gold sales.

An IMF mission is currently in Kiev for talks with the government on the future of the programme.

According to two people who attended the EU meeting, concern over Ukrainian finances has become so severe that Wolfgang Schäuble, the German finance minister, said he had called his Russian counterpart, Anton Siluanov, to ask him to roll over a $3bn loan the Kremlin made to Kiev last year.

The US Congress passed another bill condemning Russia and Putin. Now that's pretty funny. The Clown from out of town and his minions are pretending to be rule makers in a world where they think they are king. They've constructed a "New World" Order" of money and power for the privileged few. The punks in public office continue to lie to themselves and their voters hoping Russia's power and wealth will magically vanish through propaganda, terrorism and sanctions. The US eagle can poop everywhere but the Bear can still do whatever it wants.


I am not speaking about the hard working conservative Americans who know there is a God in heaven. People who pray "Thy will be done" bowing in obedience to the Almighty. They carry the Word of God in their hearts. I am speaking about that brood of vipers in Washington who dare live in a city named after a great general, president and man of deep faith. The insanity comes from the politicians who sold their souls to the devil. Men and women who would never bow at Christ's Holy Sepulcher like Putin did more than once.


I'm surprised Putin wasn't cracking jokes during the recent assembly in Moscow. "This little country America , relies on foreign oil and is telling the whole world and us what to do. Never mind that we're the largest country in the world with our own resources of oil and gas that can supply every nation. America, trillions in debt printing paper money while we have a vast gold supply and trillions in reserves. America has forgotten history. Hitler with millions of soldiers could not conquer us. We met the Nazis face to face and pushed them back to Berlin. A country like the US that overthrows governments for corporate interests like the coup in Kiev will be overthrown in the end."

The US government starts wars in the name of democracy while accusing Russia for invading Ukraine and for supporting terrorism everywhere. Those who watch American TV believe it to be true. More laughter from the White House as they get away with murder in their country and abroad as the war scam continues. Was the forced shutdown of the biggest nuclear power plant in Ukraine last week a result of the country’s fuel crisis? That crisis is itself a product to the political crisis that the Western sponsors have engendered in the country with the illegal coup in Kiev earlier this year.

The Western-backed Kiev regime has claimed that there was «no threat» to public safety or the environment from the week-long closure of the nuclear reactor at Zaporozhiya. But with scant detail on the nature of the incident and given the regime’s total unreliability and unscrupulousness in other matters, there are grounds to be extremely cautious.



Also, the Kiev authorities did not report the shutdown until at least five days after it occurred. Such maverick incompetence is typical of this regime. After all, it took a bizarre unprecedented step this of appointing three foreign nationals, including an American citizen, to its ministerial cabinet. But why the apparent secrecy over the nuclear accident? What are they hiding?

Recall too that this is the country that inflicted the world’s worst nuclear accident when the reactor at Chernobyl exploded in April 1986. That disaster resulted in thousands of cancer deaths, radioactive contamination of large parts of Russia and Western Europe, and an estimated $18 billion in damage control.

The Zaporozhiya nuclear power station, which was forced to shut down on November 28, is located on the Dneiper River in southeast Ukraine. It is not only the biggest in the country, it is also the largest operating facility in Europe, with an output of 6,000 megawatts. Ukraine relies on four nuclear power plants for the supply of about half of all its electricity requirements.

The facility at Zaporozhiya is by far the biggest generator of the four nuclear power sites, according to the World Nuclear Association. Fitted out with six reactors, it produces over 20 per cent of Ukraine’s total electricity needs. The latest shutdown reportedly occurred in Unit 3, one of the oldest of the six reactors, having been commissioned back in 1987 and approaching the end of its 30-year operating life.

Kiev’s newly-appointed energy minister Volodymr Demchishin told a press conference on Wednesday this week, held five days after the Zaporozhiya outage, that the problem was «caused by a short-circuit in its power outlet system». He claimed that it was not linked to power production. Well, we have to take his word on that explanation. The minister added with notable uncertainty: «I think the problem will be resolved by Friday [one week after the shutdown].»

Demchishin maintained that there was radiological leak from the incident. That assessment appeared to be supported by a French-based watchdog organisation. Reuters reported: «France’s public nuclear safety institute IRSN said it had not detected any unusual radioactivity in Ukraine.»

Other media reports on the nuclear incident described an electrical transformer «tripping» and resulting in a halt in electricity production while the reactor continued operating as normal. That suggests an unexpected surge in power led to the shutdown.

While the Kiev regime is claiming that nothing untoward or dangerous occurred the fact is that the country is, by necessity, relying more heavily on its nuclear facilities to generate sufficient electricity, especially as winter deepens.

The two other major fuel sources of Ukraine’s electricity supply are coal and gas, which account for some 40 per cent and 10 per cent, respectively, of total production.

However, the supply of coal and gas are being severely disrupted as a direct consequence of the Kiev regime’s war on eastern Ukraine and its hostility towards Russia. More than 80 per cent of all of Ukraine’s coal mines are located in the eastern Donbas regions, which are under the control of the breakaway self-declared republics of Donetsk and Luhansk.

The Kiev regime is running short of coal stocks, with some media reports putting its depot inventories down by a quarter, and this shortage is because of the conflict it embarked on against the dissident Donbas population in April this year. Recent plans by the Kiev regime to import alternative coal from South Africa and Poland have also hit a dead-end, partly because the quality of fuel from these countries does not suit Ukraine’s thermal power stations. The stations have been designed to run on anthracite coal that is typical of the Donbas mines. Another impediment are disputes over non-payment for imports by the Kiev regime. No surprise there given the regime’s insufferable gimme-something-for-nothing attitude.

Massive military expenditure from the regime’s seven-month assault on the Donbas has exacerbated the country’s fiscal woes and foreign debt. That plus past unpaid gas debts to Russia amounting to over $5 billion, as well as overt hostility towards Moscow, has vitiated natural gas supplies from its historically important Russian trading partner.

The inescapable upshot is that the Kiev regime, which seized government power in an illegal Western-backed coup last February, has created an acute energy crisis in the country through its own reckless hostile policies. Voice of America reported this week that «rolling blackouts» are being expanded in many towns across Ukraine by the regime in order to conserve dwindling electricity supplies. With freezing temperatures hitting negative double-digit figures, the energy crisis can only worsen.

This is, in turn, leading to greater dependence on the nuclear power network and the giant facility at Zaporozhiya in particular. It is fair to surmise that the authorities in Kiev are pushing the nuclear plants to their maximum operating capacity so as to make up for the desperate decline in electricity production – a vicious cycle that the regime has itself generated.

So far as one can tell, the shutdown at the Zaporozhiya site does not appear to have been the result of a meltdown in the nuclear reactor. But with the whole nuclear industry being pushed to its capacity limits, and perhaps beyond, the danger is that a catastrophic event is becoming more probable.

With full support from Washington and Brussels, the Kiev regime, led by irresponsible demagogues like CIA-sponsored prime minister Arseniy Yatsenyuk and the oligarch-president, Petro Poroshenko, has already instigated a litany of disasters. More than 4,000 people have died in Kiev’s military onslaught against fellow Ukrainians and up to one million have been turned into refugees. The Kiev military has used internationally banned cluster bombs on civilian areas and deploys neo-Nazi paramilitary battalions that have committed wholesale war crimes. A civilian airliner was downed last July with the loss of 298 lives, most likely as a result of Kiev’s military machinations. Ukraine’s economy and infrastructure has been destroyed, with the impact worsened by Kiev’s declared economic blockade on the eastern regions – a Nuremberg crime of collective punishment.

Is a nuclear disaster the next outcome?

We shouldn’t be in the least surprised because this Western-sponsored regime is a constant disaster awaiting meltdown.
